Our name represents the foundation of our beliefs, how we treat our clients, and our dedication to finding health and happiness for all.
At PAC, we get it. Addiction is brutal. Then, add on mental health issues. For the past 20 years, we have built an interdisciplinary team of the best clinicians, peer counselors, and other medical professionals to lead you on your recovery and wellness journey. They listen and work with you to develop a trusting relationship and a treatment program that will get you well.
We design treatment programs to be uncomplicated, effective, and tailored to your individual needs. But for this to work, we need your commitment too. So, let’s get started!



Meet Part of Our Team

Kevin L. Ross, Ph.D.
Chairman and Founder
Kevin L. Ross, Ph.D., the Chairman and Founder of the PAC Program, is a psychologist with more than 25 years of experience in the behavioral health industry. In 2003, Dr. Ross started PAC Program to provide outpatient treatment for people with addiction and mental health problems in the NYC area. Over the years, Dr. Ross has designed and implemented industry-leading integrative care programs for PAC clients that are now available online or in person at one of PAC’s four NYC treatment centers. Dr. Ross has also received the Award of Excellent from the United States Marine Corps.

Oana Radu
Chief Executive Officer
Oana Radu, CEO of PAC Program is a strategic and industry thought leader with extensive experience leading healthcare systems and revolutionizing healthcare networks. Oana has more than 15 years experience in leading behavioral health organizations, while devising strategies to enhance clinical outcomes, improve access to care, increase market share, and performance. Her proven track record of overseeing inpatient and outpatient services, combined with her entrepreneurial background makes her well equipped to guide PAC Program.

Dr. Guy Pean
Medical Director
Dr. Pean is the Medical Director at PAC. He oversees our MAT program and supervises our RNs and NPPs. He provides support, guidance, and direction as we treat each client in a way that includes Harm Reduction. Dr. Pean has worked as a Medical Director for more than 20 years at some of the largest nonprofits in NYC. Dr. Pean also works with management to make changes to the clinic. These changes include the introduction of APG, harm reduction, and services for co-morbidity of Mental health and substance abuse.

Daniel Cruz
Operational and Development Director
Daniel Cruz is the Operational and Development Director at PAC Program. He has worked in addiction services since 2016 and has learned how to work with participants and staff. To Daniel, supervision is key to creating a healthy work environment. As PAC’s Operational and Development Supervisor, Daniel listens to the team’s concerns, takes action, and addresses them. Daniel also guides and assists the team in finding a solution to their challenges.

Teddy Baxter
Director of Marketing
Teddy Baxter oversees all elements of marketing, sales, and communications, including traditional and digital advertising, social media, public relations, collateral development, and alumni services. She has over 10 years of experience working in healthcare, real estate, and technology. She has held senior marketing positions at a number of national and global real estate and other service-related industry verticals and holds a B.A. degree from UCLA.

Evelyn Rossy
Alcoholism and Substance Abuse Counselor
Evelyn Rossy is a Credentialed Alcoholism and Substance Abuse Counselors. She has worked with PAC Program for more than four years. Evelyn was raised in the Bronx, so she is very familiar with addiction and its effects on people in their communities. See is passionate about educating herself to help those struggling with addiction and has been recognized and awarded by many recovery advocacy groups. Evelyn is committed to helping those in need and will continue to do so as long as she can.

Jasmine Larian
Alcoholism, and Substance Abuse Counselor, LP- Mental Health Counselor
Jasmine Larian is an Alcoholism and Substance Abuse Counselor at PAC Program. For more than eight years, she has assisted individuals and their families during the therapy process in discovering their strengths, building support systems, and developing healthy lifestyles to set the foundation for life success. Jasmine is passionate about helping clients foster self-awareness and gain insight into their thoughts, feelings, and behaviors. Working with people from diverse backgrounds has given Jasmine a unique multicultural level of communication. Her experiences have also allowed her to deepen her sense of empathy and compassion, which she uses to help others further. Jasmine is passionate about helping clients foster self-awareness and gain insight into their thoughts, feelings, and behaviors.
In her free time, she enjoys adventures all over NYC!
